The regional partners in the activity of the UHHRU reception office in the Ternopil Region are the following public organisations: the ENGO “Green World” and the “Helsinki Initiative – XXI” (Chortkiv) with the assistance of the editorial board of the “Svoboda” newspaper (Ternopil).
The reception office is located at the address: 46000 Ternopil, 11 Zhyvova St., office 803.
The regional coordinator of the reception office is Oleksandr Mykhailovych Stepanenko, Chairman of the NGO “Helsinki Initiative – XXI”, and deputy of the Chortkiv District Council.
Reception consultants: Oleksandr Mykhailovych Stepanenko and Olga Yevhenivna Kushneryk.
Statistics of appeals to the reception office:
In 2010, 336 applicants appealed to the reception office. The percentage of women in the structure of appeals was 51.4%. 173 applicants came directly to the reception office, and 89 consultations were provided during field receptions in settlements of the Ternopil Region.
The most numerous categories of applicants, as in previous periods of the reception office's operation, were: pensioners (30.7%). Compared to the previous reporting period, the share of public sector employees (19.8%) and private business (13.7%) increased.
Most often, appeals concerned violations of citizens' rights and interests by courts (13.8%), state authorities and local self-government bodies (22.2%), administrations of enterprises of all forms of ownership (15.1%), the Pension Fund and social protection bodies (13.2%), and the police (7.5%).
Reception consultants provided consultative legal assistance (68.9% of cases) and provision of information (12.3%).
The largest number of appeals concerned violations of pension legislation (18%), civil cases (14.2%), and labour disputes (12.7%).
The largest number of applicants seeking primary legal aid learned about the UHHRU reception office from the media (50%), from acquaintances (24%), and from announcements about reception hours (10.8%).
Mobile consultative receptions for citizens:
In 2010, 12 mobile receptions for citizens were held: in the town of Zbarazh, the villages of Rosokhach and Mali Chornokintsi (Chortkiv District, Ternopil Region), the town of Berezhany, the town of Buchach, the town of Chortkiv, the town of Borshchiv, the villages of Bila and Dzhuryn (Chortkiv District), the village of Stehnykivtsi (Ternopil District), and the village of Zaliztsi (Zbarazh District, Ternopil Region). 2 receptions were held in the city of Kalush and the villages of Kropyvnyk and Sivka-Kaluska (Kalush District, Ivano-Frankivsk Region), which were declared an environmental emergency zone by the Decree of the President of Ukraine No. 145/2010.
Throughout the year, 12 public information events were held: press conferences for the media, lectures, round tables, reports at scientific conferences, etc.
In addition, the ENGO “Green World” and the “Helsinki Initiative – XXI” acted as representatives of the Travelling Festival “Docudays UA International Human Rights Documentary Film Days” in the districts of southern Ternopil Region in 2010. The presentation of festival films, printed publications, and UHHRU activities took place in educational and cultural institutions of Chortkiv, Zalishchyky, and Buchach.
Information about the work of the reception office is disseminated through publications in the media and during field receptions.
During the reporting period, publications regarding the work of the public reception office, materials of a consultative and educational nature, as well as comments on specific cases, were published in the newspapers “Svoboda” (Ternopil), “Nomer 1” (Ternopil), “Holos Narodu” (Chortkiv), “I Plyus” (Chortkiv), and in the Kharkiv Human Rights Protection Group’s information bulletin “Human Rights”.

The Chairman of the ENGO “Green World” gave an interview to Radio “Svoboda” on the occasion of the 35th anniversary of the signing of the Helsinki Final Act, and to the Ternopil City Radio regarding compliance with environmental rights.
